The Umweltzeichen is a state ecolabel, awarded by the Austrian environment ministry and audited by accredited independent assessors. For tourism businesses it sets hard thresholds rather than points: minimum shares of renewable energy and regional or organic food, limits on chemical use, waste separation requirements, and rules on how the property communicates all of it. Because the criteria are floors rather than a score, a hotel cannot offset a weak area with a strong one.
It is almost entirely Austrian, so the absence of it outside Austria means nothing at all about a hotel. The criteria are also revised on a multi-year cycle, which means a property certified early in a cycle was measured against a slightly older standard than one certified late.
