類似施設との比較であるため、リゾートが「他のリゾートに比べて効率的」として認証されつつ、絶対量では多く消費している場合があります。下位段階は測定していること自体を評価するもので、結果はまだ問われません。初年度の認証は「計測している」ことを示すにとどまります。
